An editorial article published on 7th December 2015 in the daily newspaper “Tareeq Al-Shaab” (People’s Path), issued by the Iraqi Communist Party, strongly condemned Turkey’s military incursion into Nineveh province in northern Iraq.  The following is a translation of this article:
“We have followed, along with our people, with great concern the reports about the new Turkish military incursion into Iraq, this time in the province of Nineveh (Mosul), under the pretext of assistance in the training of forces to liberate the province from the terrorist organization Daesh.
 “This is actually not the first time that the Turkish forces sweep into Iraqi territory, or that its warplanes violate Iraq’s airspace to perform tasks that are part of Turkey’s agenda and objectives. Ankara has gone too far in the use of its agreement with Saddam’s dictatorial regime which had allowed its troops to deploy into Iraqi territory to a depth of up to 20 kilometers under the pretext of fighting against the Kurdistan Workers’ Party (PKK) which it characterizes as a "terrorist organization".
The Turkish military presence inside Iraqi territory had continued during the so-called "fratricidal war" in the Kurdistan region during the 1990s, and was not rectified even after the change in 2003, both under the US occupation or the successive governments in power since then and until the present day.
 “The disclosure of this new military incursion and discussing it publicly has unveiled the root of the problem and exposed the continued violation by the Turkish forces of the sovereignty and independence of our country, and blatant interference in the our country's internal affairs, whereby Turkey gives itself the right to declare its protection for this or that of Iraqi groups, giving rise to reactions of anxiety, apprehension and fear.
“The current conditions of our country, the difficulties it is facing and its national battle against terrorism and Daesh, and its need for support and assistance, are not supposed to justify violating Iraq's sovereignty and territorial integrity, as well as international legitimacy.
“In this context, it is not acceptable that the Security Council resolutions against terrorism, that call for fighting it, tightening the noose on it and cutting off the sources of its human and material funding, would be interpreted in an arbitrary and one-sided manner contrary to those resolutions themselves. These UN resolutions stress unequivocally on respecting the independence and sovereignty of Iraq, as well as obliging that whatever support and backing is given should be at the request of the Iraqi government and in cooperation and coordination with it.
“It is only the Iraqi executive and legislative authorities, in accordance with their duties based on the Constitution, that are entitled to the final say on the issue of coordinating external support and backing, and employing it properly in the battle to liberate our land from terrorist Daesh and ensure the return of displaced people to their areas. It is the responsibility of the government and its security and military forces to secure their lives and property.
 “We, in the Iraqi Communist Party, while condemning all interference and violation of the sovereignty and independence of our country by any party, and while demanding the immediate withdrawal of Turkish troops from our territory, call on the Iraqi government to resort to the UN Security Council to address the issue as a whole in order to secure for Iraq its rights as a sovereign state.
“In the context of addressing this important and essential matter, that has repercussions for the present and future of Iraq, it should be pointed out that many of the issues that are taking place now, including this new condemned Turkish invasion, would not have taken place if it had not been for the state of weakness caused by the divisions and conflicts among the ruling blocs and parties and the abhorrent sectarian power-sharing policy, giving priority to partisan interests at the expense of the higher national interest, and relying on external powers to impose facts on the ground inside Iraq. These are, in all circumstances, time bombs that do not provide guarantees for security and stability in the country.
“These delicate and critical circumstances require a clear position from all sides in Iraq, an awareness of the dangers threatening the homeland, an effort to strengthen national unity, and to proceed along the path of real reform, correcting the path of the political process and ridding it of the serious shortcomings, carrying out the national reconciliation process and strengthening the bonds of the social fabric. It is also crucial to properly employ all the national factors and external aid in the battle for salvation from Daesh and terrorism, to achieve security and stability, and to launch a development process that provides a life of pride and dignity for the Iraqi people.
“Only in this way we can provide the prerequisites of power and strength and ensure that Iraq is truly free and sovereign, with its people having the reins of their own decision and deciding their future in accordance with to their own free will.”

Vänner, kamrater, mötesdeltagare 
Jag är glad över att jag fått möjlighet att delta i dagens manifestation för ett demokratiskt Irak. Vänsterpartiet känner sedan länge stor solidaritet med det irakiska folket, som drabbats så hårt av krig, förtryck och terror under en mycket lång tid. 
När människor i tusentals går ut på gatorna för att protestera så är det ett tydligt tecken på att något inte står rätt till i ett land. Men det är också ett tecken på att människor vill ha en förändring.  Vi får aldrig sluta tro på att det går att förändra vår verklighet till det bättre. Det är människor som bär ansvaret för den svåra situation världen och Irak idag upplever, men det är också människor som kan förändra den.  
Jag blir därför hoppfull när jag ser hur unga irakier går ut på gator och torg och kräver rättvisa och bättre sociala villkor, samtidigt som jag blir djupt oroad och upprörd över nyheterna om ett eskalerande våld med över 100 000 döda civila bara i år och jag kan konstatera att sedan det USA-ledda och folkrättsvidriga anfallet mot Irak 2003 så har landet präglats av våld och motsättningar. 
Daesh/IS militära framgångar har drivit miljoner på flykt och från de provinser som nu kontrolleras av Daesh kommer dagliga rapporter om systematiska och mycket grova övergrepp. Våldet drabbar alla delar av det irakiska samhället. Men vi kan se att kurder (i synnerhet yezidier), turkmener, assyrier och andra minoriteter drabbas särskilt hårt. Våldet tar sig olika uttryck och drabbar män och kvinnor i olika utsträckning. Hbtq-personer tillhör en av de värst drabbade grupperna. Det är svårt att hitta ord för den avsky vi känner inför Daesh och deras agerande. 
 Den irakiska premiärministern Nuri Al-Maliki, som styrde landet mellan 2006 och 2014 valde en väg av splittring och sekterism. Genom ett växande missnöje bland främst sunni-araber skapades ett utrymme för Daesh att snabbt kunna växa sig starka.  
Ska utvecklingen vändas måste regeringen i Bagdad visa i ord och handling att man är en regering för hela landet. Efter decennier av våld, auktoritärt styre och interna motsättningar behövs ett nytt ledarskap och reformer som kan leda till försoning och samling. Den djupt destruktiva sekterismen måste brytas. 
De fredliga protesterna som börjande I juli orsakades av ett starkt folkligt missnöje med landets politiska system, där makt fördelats utifrån etnicitet och religion och där folkets möjlighet att påverka är begränsad. I spåren av sjunkande oljepris har dessutom många irakier tvingats in i fattigdom.  
Irak:s premiärminister Haider al-Abadi besvarade protesterna med att presentera tre reform paket som går i rätt riktning. De folkliga protesterna och al-Abadis reformpaket ger oss för första gången på många år ett visst hopp. Om hoppet ska infrias beror också på omvärldens agerande.  Det är därför viktigt att Sveriges regering ger sitt stöd till reformarbetet för att bygga en civil, demokratisk och sekulär irakisk stat, samt att regeringen agerar internationellt i EU och FN så att mötesfriheten och säkerheten garanteras för de irakier som idag demonstrerar för förändring.   
Jag vill avsluta med ett citat av Nelson Mandela, Handling utan vision är bara att fördriva tiden, vision utan handling är blott dagdrömmeri, men vision och handling kan förändra världen.

The Iraqi Uprising Against Corruption And Sectarianism

Across Iraq successive mass protests have been erupting against the self-serving and cynical elite – on a scale not seen for decades, writes SALAM ALI

OVER more than seven weeks now, since the end of July, Baghdad and other provinces in central and southern Iraq have witnessed the rise of a broad popular movement that has not been seen for many decades in our country.
It has culminated in successive mass protests, the most important of which were demonstrations and strikes by workers and employees of “self-financing” companies of the Ministry of Industry.
This popular movement has gained momentum with the participation of hundreds of thousands of citizens of various social and political affiliations in all provinces.
The political base of the protests, which were launched mainly by civil and democratic forces, has broadened and also received the support of the highest Shi’ite authority in Najaf.
The popular uprising has come as an expression of the explosion of people’s anger as a result of the failure of governments of the sectarian-ethnic power-sharing system, both at the federal and provincial levels, and the inability of governments to run the country, serve the interests of the people and the country and provide the bare minimum of security and services for a decent dignified life, as well as failing to effectively combat terrorism and its instruments.
One of the most important factors that helped deepen the crisis and intensify the suffering of the people is the ferocious war against the terrorist organisation Isis (also known by its Arab acronym “Daesh”) since the fall of the city of Mosul on June 10 2014 and the subsequent loss of government control of over a third of Iraq’s territory.
This was a result of the collapse of a military and security institution that was built on a sectarian basis which suffered corruption and mismanagement.
The political crisis was further aggravated by the worsening economic situation after the recent sharp fall in oil prices, leading to the fall of Iraq’s oil revenues by half.
The existence of more than three million internally displaced people, as a result of the war with Isis, has also created an enormous humanitarian and economic problem that exceeds the capabilities of the state.
All this has led to an increase in the proportion of people under the poverty line to over 30 per cent of the population.
Meanwhile, a small social stratum of parasitic nature and a corrupt political elite have continued to accumulate enormous wealth and enjoy extravagant privileges.  
The deterioration of electricity supply in an exceptionally hot summer may have sparked the first protest demonstrations, but the people’s demands soon deepened towards pressing for resolute measures to combat corruption and hold the corrupt to account, especially those who hold leading positions in the state.
The mass demonstrations that have been held every Friday in Tahrir (Liberation) Square in Baghdad, and also in 10 other major cities, recognise that combating corruption strengthens the battle against terrorism, as one feeds the other.
They have also called for political reform and for urgent measures to reform the judiciary, without which it would not be possible to implement the required reforms.
The mass popular movement, which has been continuing for seven weeks, has attracted hundreds of thousands of people, broadening its social and political base.
Demonstrations and protests have now extended from major cities to districts and rural areas in some provinces.
They are organised by many co-ordinating committees with the participation of civil and democratic activists and groups.
There has been a significant participation of youth, estimated to constitute over 80 per cent of the demonstrators. Women have also played an important role. As the protests escalated, more social forces joined, including several professional bodies and trade unions.
It is very important to note the predominant peaceful, national, popular and civil character of the mass protest movement, which surpasses the sectarian and ethnic divisions and secondary identities, thus fostering the Iraqi national identity.
The protests have focussed on combating corruption and bringing the corrupt to account, achieving political reform and getting rid of sectarian-ethnic power-sharing, and providing services.
Thanks to the national and popular character of the demonstrations, and the legitimacy and realistic nature of their demands and slogans, as well their peaceful and civil nature, they have exerted enormous popular pressure which forced both the government and parliament to respond quickly by presenting packages of reforms.
The first, announced by Prime Minister Haider al-Abadi on August 9, included abolishing three vice-presidential positions as well as two posts of deputy prime minister.
Subsequent reforms have included reducing the size of his government by a third, reducing the security details of government officials and members of parliament, as well as reducing their salaries.
But far more radical changes and legislation are needed to destabilise the foundations of sectarian-ethnic power-sharing system that was implemented by the US occupation authorities after the war in 2003 and put an end to it. It is a big challenge.
If the reforms begin to seriously undermine the power-sharing system, it is expected that the ruling groups (Shi’ite, Sunni and Kurdish) will begin to bury their divisions and unite to preserve their positions in power and privileges.
There are already signs of this process beginning. After recovering from the initial “shock” as a result of the mass protests, they are now waging a counter-attack.
They possess enormous power and wealth, including their influence over the economy.
Civil activists have therefore criticised the slow pace of reforms and the lack of effective mechanisms and a clearly defined timetable for their implementation.
Abadi’s reforms have not yet touched the essence of the deep political crisis engulfing the country.
There is increasing evidence of attempts to sabotage the peaceful protest movement, including physical attacks and direct threats against activists and independent media workers.
In the city of Hilla, in Babylon province, special security forces attacked peaceful protesters who marched to the offices of the provincial government.
Despite intimidation and threats by the media linked to ruling groups, thousands of people came out to Tahrir Square in central Baghdad on Friday September 11.
In addition to repeating the main demands for political reform, they called for “a civil state and social justice.”
Once again, the civil and national character of the demonstrations in Baghdad and 10 other major cities was predominant.
After seven weeks of mass demonstrations, and more than a month since the announcement of Abadi’s reform packages, what has been achieved on the ground is very small and modest.
The very limited reforms which have so far been announced need to be complemented with deeper reforms.
Popular pressure and oversight are therefore essential to ensure the proper implementation of the reform process in the interests of the Iraqi people.

Gegen Korruption, Sektierertum und Terrorismus


Seit mehreren Wochen, seit dem 31. Juli 2015, wurden Bagdad und andere Provinzen in Zentral -und Südirak Zeuge des Anstiegs einer breiten Bewegung durch die Bevölkerung, wie sie seit Jahrzehnten in unserem Land nicht zu sehen war. Sukzessive entwickelte sich daraus ein Massenprotest,  vor allen  durch Demonstrationen und Streiks der Arbeiter und Angestellten der „sich selbst finanzierenden“ Firmen des Ministeriums für Industrie. Diese Volksbewegung erreichte ihren bisherigen Höhepunkt mit der Teilnahme hunderttausender Bürgerinnen und Bürger aus verschiedenen sozialen und politischen Milieus in allen Provinzen. Die politische Basis des Protests, der hauptsächlich von zivilen und demokratischen Kräften initiiert wird, hat sich erweitert und erhielt ebenso die Unterstützung der höchsten Schiitischen Autorität in Najaf.

Dieser Aufstand der Bevölkerung wurde zu einem Ausdruck der Explosion der Wut der Menschen. Er ist ein Resultat des Scheiterns der Regierungen in diesem sektierisch-ethnischen-Machtteilungssystem auf Ebene des Föderalstaates und der Provinzen, und der Unfähigkeit der Regierungen, dieses Land zu leiten, den Interessen der Menschen und des Landes zu dienen und das einfachste Minimum and Sicherheit und Dienstleistungen für ein einfaches Leben in Würde zu bieten. Er ist ebenso Resultat des Scheiterns des Kampfes gegen den Terrorismus und seine Werkzeuge, einschließlich der Terrororganisation ISIS (Daesh).

Die Verschlechterung der Stromversorgung in einem besonders heißen Sommer hat vielleicht die ersten Protestdemonstrationen entzündet, aber die Forderungen der Menschen erweiterten sich schnell, für resolute Maßnahmen gegen Korruption und Verfolgung korrupter Personen, besonders jener, die führende Positionen im Staat innehatten. Die Massendemonstrationen finden jeden Freitag am Tahrir Platz in Baghdad statt wie auch in 9 anderen großen Städten. Ihre Forderung, die Korruption zu bekämpfen, stärkt zugleich auch den Kampf gegen Terrorismus, denn das eine begünstigt das andere. Ebenso rufen die Demonstranten nach politischen Reformen und dringenden Maßnahmen zur Justizreform, ohne die es nicht möglich sein wird, notwendige Reformen zu installieren.

Dank des landesweiten Charakters der Demonstrationen, und der Tatsache, dass sie durch die Bevölkerung getragenen werden, sowie der Legitimation und der realistischen Forderungen ihrer Slogans wie auch ihrer friedlichen zivilen Natur, konnte sie enormen Druck ausüben, der sowohl Regierung als auch Parlament zu schnellem Handeln zwang, indem sie Reformpakete vorstellten. Die Judikative hat noch nicht auf die Forderungen nach Reformen reagiert.

Die Irakische Kommunistische Partei sieht die bisher angekündigten Reformpakete als positive Schritte in die richtige Richtung, die durch tiefergehende Reformen ausgebaut werden müssen. Unsere Partei betont die Notwendigkeit, den Druck aus der Bevölkerung aufrecht zu halten, um die wirksame Umsetzung der Reformen sicher zu stellen.

Nach fünf Wochen Massendemonstrationen und fast einem Monat seit Ankündigung der Reformpakete, ist sehr wenig bisher passiert.

In Anbetracht der Tatsache, dass der Irakische Premierminister noch immer nicht seine ganze Vorstellung des Reformprozesses und seiner Mechanismen präsentiert hat, verbunden mit dem dünnbesetzten Team aus Politikern und Regierungsvertretern, das den Reformprozess anführen soll, und dem Widerstand korrupter Elemente und der Kräfte, die durch den Reformprozess beschädigt werden, sowie zusätzlich der unverfrorenen äußeren Einmischung, ist es essentiell den öffentlichen Druck weiter aufrecht zu halten und zu steigern, um sicherzustellen, dass der Reformprozess in vielen Bereichen umgesetzt werden kann.

Internationale Solidarität und Unterstützung für die Protestbewegungen im Irak sind von großer Wichtigkeit um sicherzustellen, dass sie ihre Ziele der Reformation des politischen Systems, der Abschaffung des sekterierischen-ethnischen-Machtteilungssystems, der Bekämpfung der Korruption und der Korrumpierten, Wiederbelebung der nationalen Wirtschaft und Kampf gegen Terrorismus und ISIS (Daesh) erreichen kann. Politische und moralische Unterstützung der Bevölkerung im Irak und der demokratischen Kräfte ist unentbehrlich für ihren gerechten Kampf für Frieden, Freiheit und soziale Gerechtigkeit in einem geeinten, demokratischen und föderalen Irak.

Solidarité avec le  mouvement  populaire grandissant du peuple irakien contre la corruption, le sectarisme et le terrorisme

A l’heure actuelle, Bagdad ainsi que plusieurs villes du centre et méridionales d’Irak sont le siège d’un large mouvement populaire et citoyen sans équivalent depuis plusieurs décennies.

Chaque vendredi depuis le 31 juillet 2015, ce sont des centaines de milliers d’Irakiennes et d’Irakiens, toutes appartenances politiques, religieuses et sociales confondues, qui viennent manifester en nombre place Tahrir (place de la Liberté) à Bagdad et dans une dizaine de grandes villes du pays pour dénoncer la corruption endémique qui ruine leur pays avec des mots d’ordre explicites :                                   
« Non à la corruption »
« Non au sectarisme »

Au départ à l’initiative des forces civiles et démocratiques, les protestations ont ensuite reçu le soutien de la plus haute autorité chiite en provenance de Najaf.

Ce soulèvement populaire est l’expression de la colère populaire qui ne saurait être mise en sourdine plus longtemps.

Les raisons de cette légitime colère sont multiples et profondes. Elles trouvent leurs racines :
- dans l’échec, désormais incontestable, des gouvernements fédéral et provinciaux à former une gouvernance nationale du fait d’une répartition des pouvoirs sur la base de quotas ethniques et religieux 
- dans l'incapacité des autorités à diriger le pays, à la fois aux niveaux fédéral et provincial,
- dans l’incapacité des autorités à servir les intérêts du peuple et du pays en commençant par l’échec à fournir le strict minimum en termes de sécurité et de services publics de base, seuls préalables permettant d’assurer à chaque habitant une vie digne et décente
- dans l’incapacité  des autorités à faire face  d’une manière efficace et effective au terrorisme et ses instruments, au premier desquels figure l'organisation terroriste DAESH.

Si le manque d’électricité durant cet été exceptionnellement chaud a certainement  déclenché les premières manifestations, les demandes de la population se sont vite intensifiées au profit d’une lutte sans relâche contre la corruption en commençant par demander aux corrompus de rendre des comptes. Dans le viseur, ceux qui occupent les plus hautes fonctions de l’Etat. Par ailleurs, la population est consciente que la lutte contre la corruption renforce la lutte contre le terrorisme puisque les deux fléaux se nourrissent mutuellement

La population appelle donc à des mesures et à une réforme politique de grande ampleur et à une réforme du système judiciaire sans laquelle les autres réformes ne pourraient pas être mises en œuvre - qui puissent répondre à l’urgence de la situation devenue insoutenable au quotidien pour une majeure partie des familles irakiennes.

Grâce au caractère national et populaire des manifestations, à la légitimité des demandes exprimées ancrées dans une réalité qu’il n’est désormais plus possible de nier, aux slogans, de nature pacifique et civile, les manifestants ont exercé une énorme pression populaire sur le gouvernement et le parlement et les ont forcés à réagir rapidement.

Ce qu’ils ont fait en annonçant une série des réformes. Cependant, l'autorité judiciaire, n'a quant à elle pas encore répondu aux demandes de réforme.
Le Parti communiste irakien a examiné l’ensemble des réformes et les a déclarées positives car prenant la bonne direction mais demande à ce qu’elles soient complétées par des réformes plus profondes.

Notre parti a également souligné la nécessité de maintenir la pression populaire pour assurer la bonne mise en œuvre des réformes.

Après cinq semaines de manifestations de masse et après un mois depuis l'annonce du programme des réformes, ce qui a été effectivement accompli par les gouvernements n’es pas à la hauteur des enjeux.

Compte tenu du fait que le Premier ministre irakien n'a pas encore présenté sa vision complète du processus de réforme et de ses mécanismes, que le remaniement de l’équipe politique et gouvernementale sur lequel le premier ministre compte s’appuyer pour mener les réformes n’est que cosmétique, que les premiers affectés par les réformes en particulier les corrompus sont entrés en résistance et de l’ingérence extérieure flagrante, il est essentiel de poursuivre et d'intensifier la pression populaire et la mobilisation de l’opinion publique afin que le processus de réforme soit mené dans les différents domaines.

En ce moment historique de protestation populaire en Irak qui intervient en pleine crise migratoire à l’échelle mondiale, la résonance de ce mouvement est de portée régionale sur tout le Proche et Moyen-Orient tout autant que mondiale. Ce mouvement de grande ampleur, qui a vocation à faire rompre le cycle mortifère entraîné par la corruption et le terrorisme a plus que jamais besoin que la solidarité internationale s’exprime aux côtés du peuple dans son combat pour réformer le pays et le système politique, pour mettre fin à un système sectaire de partage du pouvoir, pour lutter contre la corruption et poursuivre les corrompus, pour relancer l'économie nationale, pour obtenir des services publics de qualité et pour lutter contre le DAESH.

Le combat est immense mais il n’est plus possible ni de le nier ni de le réprimer tant la révolte est grande et les forces de ce combat grandissantes.

Le parti communiste irakien, membre de l’alliance civile démocratique, appelle à l’indispensable soutien politique et moral au peuple irakien et à toutes les forces démocratiques qui œuvrent à l’intérieur du pays pour la paix, la liberté, la justice sociale dans un Irak démocratique et fédéral unifié.
