Iraqi CP - On the nomination of the new Prime Minister‏

On the occasion of nominating Haider al-Abadi to the post of Prime Minister
We call for completing the peaceful transfer of power
and the formation of a broad national unity government

After an intense and difficult struggle among political parties and leaders, especially among the parties of the National Alliance, in addition to various external pressures and interference, the Iraqi President Fuad Masoum nominated Haider al-Abadi, the candidate of the National Alliance, to form the new government. This nomination comes after the election of the Speaker of Parliament and the President, thus signifying another important step on the path to complete the process of peaceful transition of power. This is a welcomed success for the political process which remains stumbling and requires rectification and reform.
The nomination of the new prime minister has been widely welcomed by political circles inside Iraq and on the Arab, regional and international levels. These are positive signals and reactions that constitute a significant political and moral asset for the prime minister-designate as he embarks on the formation of a government with a broad political base, as stated when he was nominated by the President.
It is certain that the new government will be facing unprecedented challenges, especially on the political and security levels as Iraq is confronting a terrorist onslaught of utmost viciousness and brutality that is targeting its existence as an entity and homeland, a people and society, and a culture and civilization. The new government will also find itself facing a heavy legacy of outstanding and deferred problems and issues that need to be urgently tackled and resolved.
In order to confront the forces of terrorism and anti-people forces, and to defeat them and their evil plans, it is necessary to adopt a new approach and style of thinking in dealing with the political forces and with the problems and issues; based on openness, dialogue, consultation, genuine participation and instilling confidence. It requires taking into account national consensus in line with the Constitution and the higher interests of the country and people, and exerting serious effort to resolve the knotty issues and speed up the implementation of solutions that are reached.
The relationship between the federal government and the Kurdistan region is of distinct importance that emphasizes the need to restore the language of dialogue and consultation, and referring to the Constitution and national common ground to tackle the existing problems and explore ways to find solutions for the benefit of everyone. There is also an urgent need to raise the level of coordination and cooperation in the military field in the face of the gangs of Isis and terrorism.
We, along with the broadest masses of our people, look forward to the forthcoming phase opening up a new page in the relations between the various political forces and working to improve the overall political climate. Joint action is needed to restore and strengthen national unity, to reject the discourse and practices that fuel intolerance and religious, confessional and ethnic extremism, and all forms of discrimination between our people, and to uphold the principle of citizenship in word and deed.
The process of forming the new government cannot overlook the lessons of the past experience which have shown unequivocally the enormous damage inflicted on the performance of the state and its institutions as a result of reliance on the logic and basis of sectarian and ethnic power-sharing. Therefore, the standards of integrity, efficiency, professionalism and dedication to the causes of the people must not be relinquished again in the process of selecting ministers and allocating of responsibilities. This applies to all state-building which needs to be reviewed and reformed, away from the prevailing approach and practice of sectarian and ethnic power-sharing.
The intensification of the war against gangs of Isis and other terrorist organisations, and the efforts to stop the brutal crimes which have claimed the lives of thousands of our people and the indigenous ethnic, religious and confessional components, also requires speeding up the formation of a broad and all-encompassing national unity government that undertakes to mobilize all the national capacities and potential against terrorism, and proceeds to dealing with the crises and problems facing the country. In this context, the Iraqi Communist Party welcomes every step that strives to achieve cooperation between the political forces that adhere to the Constitution and the political process and brings them together in order to develop joint patriotic visions and positions that find their way into the government's program.
To stress this goal and to achieve it, we renew our call for the convening of a National Conference of the forces that founded and participated in the political process, in parallel with the efforts to form the new government. This conference should review the political process, ridding it of the mistakes and defects revealed by the past experience and returning it to the proper path that leads to building a prosperous federal democratic Iraq.
We hope that those who are sceptical and opposed to the constitutionality of the process of nominating Mr Haider al-Abadi to form the government avoid anything that would threaten stability and disrupt the process of peaceful transition of power, and spare the country further crises and divisions while it is locked in a fateful struggle against the evil forces of terrorism.

In solidarity with our Yazidi people
Concerted national efforts are needed to recapture the areas seized by criminal Isis gangs
We have been following with great anger and condemnation the brutal practices and horrific crimes committed by the criminal gangs of “Isis” against our Yazidi people that aim at eliminating this indigenous cultural and religious component of Iraq. These terroist and rogue gangs have killed the children of Yazidi people, captured and enslaved their women, destroyed their temples and desecrated their religious symbols. These heinous crimes are classified under international law as crimes against humanity.
These crimes represent another episode of the series of barbaric attacks waged by the terrorist gangs of “Isis” against the Iraqi homeland and people. It is part of the suspicious scheme that has extended over the whole of Iraqi territory, affecting all citizens, including Arabs, Kurds, Turcomans and Shabak; Muslims, Christians and Yazidis; Sunnis and Shiites.
While reaffirming the Iraqi Communist Party’s full solidarity with our Yazidi people in their cruel plight and sharing their pain as a result of this ordeal, we express our readiness to provide all possible help and contribute to the joint efforts to alleviate their suffering. We call on the Iraqi state and all its institutions to speed up the delivery of relief aid to the hundreds of thousands of displaced people who sought refuge in the mountains and caves under deteriorating conditions, and to provide the human, material and technical resources needed to accomplish these urgent tasks. In this regard, we call upon international organizations and the international community to deal with what is happening in Iraq as crimes against humanity.
In the difficult circumstances caused by this ordeal, our party calls upon all the political and social forces, parties, blocs and organizations, and in particular the forces that are in power at the level of the federal government, the Kurdistan Regional Government and the local authorities in the provinces, to unify their stance and efforts in the face of terrorism and the gangs of “Isis” and their barbaric acts.  
The recapturing of the areas seized by “Isis” and eliminating it are urgent and immediate objectives that require mobilizing all national efforts. This necessitates accelerating the efforts to overcome the existing differences between the Federal Government and the Kurdistan Regional Government, and to achieve the broadest possible cooperation and coordination at both the political and military levels to ward off the dangers threatening Iraq. This also requires resolving speedily the naming of the Prime Minister nominee and embarking on forming an all-encompassing national unity government that is able to address the daunting tasks facing our country at this historic juncture.

Iraqi CP condemns the heinous crimes committed by terrorist "Isis" against the people in Mosul‏


The Iraqi Communist Party calls for confronting the heinous crimes committed against our people in Mosul

The Political Bureau of the Iraqi Communist Party has issued the following statement today, 19 July 2014:
We have followed with great concern the horrific crimes that are being committed by the terrorist organisation known as “Isis” against our people, especially what the people of Mosul, Christians, other religious and ethnic minorities and civilians in Mosul are suffering since this organisation seized control of the city more than a month ago.
According to reliable information that we have received from Mosul, hundreds of Christian families fled this morning (19 July 2014) towards the safe areas in Nineveh province and the Kurdistan region after being threatened by “Isis” terrorists that they would face death unless they convert to Islam, leave the city or pay a religious levy!
The information confirms that the terrorists seized the properties of Christian families, including houses and money, and took away the belongings that displaced people tried to take with them. They completely burned churches and anything connected to them.
Thousands of families had already fled and left their homes in the city of Mosul for fear of being targeted by the terrorists who spread fear throughout the city. The displaced people are today living under very difficult and cruel conditions.
While condemning these heinous and horrific crimes that are being committed by the terrorists and their allies against the people of the city of Mosul, especially Turkmen, Christians, Yezidis and Shabak, and express our great solidarity with them as they face this difficult ordeal, we emphasise the following:
  • The need to undertake the broadest possible media and solidarity campaign, on the national and international levels, to expose the barbaric crimes and practices and the horrific violations of fundamental human rights carried out by “Isis” gangs. Various activities should be launched by political, social and cultural movements, organizations, parties and personalities, as well as by the state and its institutions. This should be accompanied by emphasizing the need to strengthen the spirit of brotherhood, cooperation and the bonds of collaboration and solidarity between all the people, especially with the Christians and ethnic minorities among our people.
  • Providing adequate humanitarian aid and proper shelter for the displaced people in various areas of the country. We stress the need for coordination with the Kurdistan Regional Government in this regard, away from political differences.
  • Urging the relevant ministries and institutions to inspect the situation of displaced people, meet their needs and overcome the nasty bureaucratic procedures in this regard.
  •  Supporting the efforts of international aid organizations, facilitating their tasks and providing the means to enable them to access the areas of operation.
  • In view of this tragic situation experienced by wide sections of our people and the heightened risks as a result of the activities of the dark forces that are hostile to humanity and civilization, it is the duty of the federal government and all other state institutions to play their role in protecting the civilians regardless of their affiliation.
  • The political forces must speed up the formation of a broad national unity government that works according to a comprehensive national programme in order to heal the national fabric, resolve the differences that have paralysed the national effort, and adopt a host of political, economic and social measures that will strengthen the armed forces and enable them to regain control as soon as possible of the cities that were ravaged by the terrorists.
These developments have revealed the falsehood of the assurances promoted by some forces and parties with regard to the practices implemented in the areas controlled by “Isis”. The true nature of these practices, that are abhorrently inhumane and aim to take the country centuries backwards, has been exposed.
The real aims of the terrorist organisation “Isis” and the big threat it poses, not only in Iraq but for the whole region, have now become abundantly clear. This makes it imperative for the Iraqis to come together in order to confront and defeat it.

 Irakische KP: die ethnisch-sektiererische Engstirnigkeit überwinden

Mitte Juni begannen die islamistisch-faschistischen Kräfte der ISIS mit ihrem Eroberungsfeldzug gegen den Irak. Der Generalsekretär der Irakischen KP, Hamid Majid Moussa äußerte sich in diesem Zusammenhang auf dem Gründungskongress der tunesischen al-Massar-Partei (Sozial-demokratischer Weg) zu grundlegenden Fragen kommunistischer Politik im Irak. Nachstehend Auszüge dieser Rede:

Das irakische Volk durchlebt jetzt sehr schwierige Zeiten, nachdem die Kräfte des Terrorismus und der Nacht es schafften, die Kontrolle über einige unserer teuren Städte zu erlangen, eine mittelalterliche Herrschaft und die Konzepte der Rückständigkeit und des Rückschritts im Namen der Religion zu errichten, unschuldige Menschen zu töten und sich zerstörend am Eigentum und kulturellen Erbe unseres Volkes auszulassen.
Sie verstehen sicherlich, dass das jüngst Geschehene nicht von dem abzutrennen ist, was der Irak in den letzten Jahren durchlebte. Durch die langen Jahre der Tyrannei und der Diktatur, als Auswirkung der US-Besatzung und durch die Einmischung regionaler Mächte kam es zu einer tiefgehenden und vollständigen Krise. Diese wurde noch verschlimmert durch das Zunehmen terroristischer Handlungen und die wachsenden Erscheinungen von politischer, administrativer und finanzieller Korruption. Die Krise wurde weiter durch eine schlechte Regierungsarbeit und die rückständige undemokratische Einstellung verschärft, die dem Verhalten und der Politik der politischen Kräfte eignet, welche die Spitzen der Macht im Land inne haben.
Was sich jüngst ereignete, kann nicht von den Richtungskämpfen zwischen den herrschenden Kräften untereinander um Macht, Reichtum und Einfluss und dem Ringen um die Gestaltung der politischen und wirtschaftlichen Gegenwart und Zukunft des Landes getrennt werden. Sie haben eine Vielzahl von ungesetzlichen Mitteln und Verfahren, die im Gegensatz zu demokratischen und Menschenrechten stehen, zum Erreichen ihrer Ziele eingesetzt. Als Folge dessen ist das Land in den vergangenen Jahren in einem Abgrund von Chaos und sozialer Spannung, von unkontrollierter Gewalt und Instabilität, von stockender Entwicklung und wirtschaftlicher Lähmung, von Stagnation auf allen Gebieten und Ebenen - sozial, kulturell und psychologisch – versunken.
Die größte Geißel, welche die Grundlage für all diese Verschlimmerungen, Zersplitterungen und Zwietracht gelegt hat, ist die sektiererische Engstirnigkeit mit ihren offensichtlichen und abscheulichen Erscheinungsformen in dem ethnisch-sektiererischen System der politischen Machtteilung, auf dem der politische Prozess im Irak aufgebaut wurde. Diese Geißel wurde von einheimischen Köpfen und Interessen geschaffen und von der US-Besatzung in Gesetzen verankert. Die Aussichten für den Aufbau einer modernen zivilen und demokratischen Staats, rechtmäßige Institutionen und der Rechtsstaatlichkeit, Achtung der Verfassung, wirksame Bekämpfung der Korruption und dadurch der Ausmerzung des ungezügelten Phänomens und der Praxis des Terrorismus werden so lange behindert sein, wie diese Plage im Irak und seine derzeitigen sozialen Strukturen und sein politisches System verwurzelt bleiben.
Die irakischen Erfahrungen liefern ein Beispiel und eine Lehre für alle Aktivisten in den arabischen und islamischen Ländern, wo sie sich der Aufgabe des Neuaufbaus ihrer Länder in Übereinstimmung mit den grundlegenden höheren Interessen ihrer Völker stellen müssen, kämpfend gegen Armut, Unwissenheit und Krankheiten, um wirtschaftlichen Fortschritt und soziale Gerechtigkeit zu erreichen, um Freiheit und die Festigung von Demokratie und Achtung der Menschenrechte zu sichern, und um Unabhängigkeit und nationale Souveränität zu bewahren.
Diese Erfahrungen lehren sie, sich vor jener sektiererischen Engstirnigkeit fern zu halten und sie zu vermeiden, wie sie einige der extremistischen Kräfte des politischen Islams und Kräfte des Imperialismus zu rechtfertigen und zu fördern suchen, um sie ihren Interessen und politischen Zielsetzungen nach Führung und Hegemonie dienstbar zu machen. Letzteres wäre ein Weg, der nur zu Zwietracht unter den Menschen, Zersplitterung ihrer Reihen, Teilung der Grundelemente ihres Zusammenhalts und zur Untergrabung der nationalen Einheit führt, wodurch Chaos, Rückständigkeit und Abfluss des gesellschaftlichen Reichtums durch Kanäle der Korruption und organisierte Kriminalität fortdauern würden – und in sektiererische Bürgerkriege münden.
Das an die Wurzel gehende Heilmittel der Probleme unseres Landes und seiner hartnäckigen Krise besteht darin, das ethnisch-sektiererische System der Machtteilung los zu werden, sich den Werten wahrer Demokratie mit entsprechender politischer und sozialer Ausdehnung und solchen Institutionen zu verpflichten und den ganzen Staat in Übereinstimmung mit diesen Werten aufzubauen. Die Mittel der Verwaltung und des Regierens müssen politisch und sozial die Achtung der Menschenrechte sichern, um gleichberechtigte Staatsbürgerschaft, soziale Gerechtigkeit, Unabhängigkeit und nationale Souveränität zu gewährleisten.
Gerade der Weg zum Errichten eines demokratischen zivilen Staates ist es, welcher alle notwendigen Voraussetzungen liefert, um den Prozess einer nachhaltigen wirtschaftlichen, sozialen, politischen und kulturellen Entwicklung einzuleiten, durch den der vielfältige Reichtum des Volkes und des Heimatlandes zum Wohl seiner Bürger und für ihr Wohlergehen, ihr Glück und zivilisierten Fortschritt genutzt werden kann, sodass das Heimatland zu den Reihen der fortgeschrittenen modernen Staaten aufschließen könnte.
Während wir uns entschieden dem Terrorismus und den Terroristen entgegen stellen und bestrebt sind, sie niederzuschlagen und das Heimatland mit allen gerechtfertigten Mitteln vor ihrem Übel zu bewahren, ist es von höchster Wichtigkeit, die Einheit der Kräfte zu stärken, die einen demokratischen politischen Prozess unterstützen. Vorhandene Probleme zwischen ihnen sollten durch Dialog, politischen Realismus und politische Flexibilität mit Bereitschaft zu wechselseitigen Zugeständnissen gelöst werden, um so gemeinsame Kompromisslösungen zu erreichen, fern von Unnachgiebigkeit und dem Beharren auf vorrangigen Eigeninteressen zum Schaden der allgemeinen Interessen. Ferner müssen die besten Voraussetzungen geschaffen werden, um die Stabilität des Landes zu sichern, seine innere Sicherheit, Geborgenheit und seine freie und würdige Entwicklung, ohne fremde und sowohl internationale, als auch regionale Einmischung, welche nur Not und Krisen erzeugt hat und unsere nationalen Sicherheitsinteressen gefährdet hat.
Die Massen unseres irakischen Volkes und seiner nationalen und demokratischen Kräfte besitzen ein großes Potenzial zum Erreichen einer Wende, und sie haben eine lange Kampferfahrung. Wenn sie die richtigen Lehren ziehen, guten Willen und Selbstvertrauen haben, die übergeordneten Interessen des Landes voran stellen, und wenn sie erfolgreich ihre Sache regeln, ihre Beziehungen zueinander neu aufbauen und ihre Reihen schließen, dann können sie es schaffen, das Land aus seinen Rückschlägen zu retten, dann können sie alles Nötige zur Lösung der Krise gewährleisten und ihren Marsch zum Aufbau eines zivilen, demokratischen, freien und unabhängigen Iraks – dem Heimatland aller irakischen Männer und Frauen - absichern.
